Region 6 ESC, at the local level, supports the efforts of the Texas Education Agency (TEA) Division of School Improvement (SI), formerly known as the Program Monitoring and Interventions Division. Our staff provides guidance on the state’s goals for public education in their efforts to review, evaluate, monitor, and intervene with campuses and districts to ensure excellence in education for all students.

 

The accountability manual is a technical guide that explains how the Texas Education Agency (TEA) uses the accountability system to evaluate the academic performance of Texas public schools. The manual describes the accountability system and explains how information from different sources is used to calculate and assign accountability ratings and award distinction designations.

The 2019 Accountability Administrator’s Guide briefly explains how the Texas Education Agency (TEA) uses the accountability system to evaluate the academic performance of Texas public schools. The guide describes the accountability system and explains how information from various sources is used to calculate and assign accountability ratings and award distinction designations.

ACCOUNTABILITY GUIDE FOR ADMINISTRATORS

The A–F Estimator provides a way to calculate and estimate the 2020 performance of a district or campus in each domain and overall. The tool pre-populates domain and component values with 2019 results. You can enter new component values to estimate the corresponding 2020 domain and overall results. The accuracy and validity of the estimation is based solely on the data input by the user.

The 85th Texas Legislature passed House Bill (HB) 22, establishing three domains for measuring the academic performance of districts and campuses: Student Achievement, School Progress, and Closing the Gaps. Districts and campuses will receive a rating of A, B, C, D, or F for overall performance, as well as for performance in each domain. The resources on this TEA web page provides an overview of the Accountability System, as well as detailed information about each of the domains.

A-F ACCOUNTABILITY RESOURCES

Each year, the Texas Education Agency convenes two advisory groups to develop key provisions of the state academic accountability system. These groups were instrumental in the establishment of the current accountability system and are central to its continued development and implementation. The Accountability Technical Advisory Committee (ATAC), comprised of representatives from school districts and regional education service centers (ESCs), makes recommendations for major technical issues. The Accountability Policy Advisory Committee (APAC), comprised of representatives from legislative offices, school districts, and the business community, identifies issues critical to the accountability system and makes recommendations for major policy issues. The committees’ recommendations are sent to the commissioner of education who makes the final decisions on the accountability system. This page contains links to the materials that each committee uses as it develops its recommendations for the accountability system.

ACCOUNTABILITY DEVELOPMENT

Snapshot provides an overview of public education in Texas, at both the state and district levels, and includes almost 100 separate data elements to either browse or download. Snapshot also combines the data into summary tables based on specific characteristics, and its peer search function allows a user to group districts according to shared characteristics.

Texas Education Code requires the following:

  • Districts to state whether one or more of its campuses have been awarded a distinction designation or is currently rated F and to provide an explanation of the significance of the information.
  • Districts to post on the district website the current accreditation status and accountability ratings, Texas Academic Performance Reports (TAPR), and School Report Cards (SRC) as well as an explanation of the information by the 10th day of each school year.
  • TEA to post the following by October 1 of each year:
    • The performance rating assigned to each district and campus
    • Each distinction designation awarded
    • The financial accountability rating assigned to each district

PERFORMANCE POSTING REQUIREMENTS FAQ

In order to align letter grades and scores used in the A–F academic accountability system to the common conception of letter grades, raw domain and component scores are adjusted, or “scaled.”

TEA’s Performance Reporting Division has developed a scaling tool to assist with the conversion of raw domain and component scores to scaled scores.

SCALING TOOL

The school report card (SRC) combines accountability ratings, data from the Texas Academic Performance Reports (TAPR), and financial information to give a broad view of campus performance. Available for each campus in Texas, the SRC is intended specifically to inform parents and guardians about a school’s individual characteristics and its academic performance.

The Texas Academic Performance Reports (TAPR) pull together a wide range of information on the performance of students in each school and district in Texas every year. Performance is shown disaggregated by student groups, including ethnicity and socioeconomic status. The reports also provide extensive information on school and district staff, programs, and student demographics.
